Appeals Committee
APPEALS COMMITTEE
An Appeals Committee is available to ensure fair and equitable access to assistance provided by programs to individuals and organizations whose applications have been refused by the Métis Nation British Columbia, or a delivery agent. This MNBC Appeals Committee addresses the concerns of individuals or organizations dissatisfied with the decision to refuse funding. A third party will review the decision and determine the justification of the refusal.
APPEALS COMMITTEE MEMBERSHIP
- Membership will consist of three (3) impartial Committee Members comprised of the MHRDA Provincial Manager and two (2) other Regional Employment and Training Committee (RETC) Members (from Regions other than that of the appellant), as chosen by the MHRDA Provincial Manager, and approved by the RETC Chairperson from the appellant’s Region.
- The MHRDA Provincial Manager will also serve as the recording secretary for the proceedings.
APPEALS COMMITTEE - TERMS OF REFERENCE
- The responsibility for decisions on appeals has been delegated to the Appeals Committee by the PETC, on behalf of the MNBC.
- The MHRDA Provincial Manager will ensure that all who serve on an Appeals Committee have access to the current MNBC Guide Book, and are familiar with the MNBC Programs and Services.
- The Appeals Committee is not a standing committee and will be disbanded after rendering each decision.
- The Appeals Committee Members will sign the MNBC official Oath of Allegiance, Confidentiality and Conduct that will be retained on file by the MHRDA Provincial Manager.
- Appeals will be reviewed with consideration to the MNBC–MHRDA policies and procedures, as well as Regional policies, guidelines, and annual funding priorities.
- The MHRDA Program Coordinator in each Region will provide to their RETC an Appeals Quarterly Report (Refer to Appendix for Appeals Quarterly Report template) on the number of appeals, reasons for the appeals, status of appeals that have not been finalized, and the results of appeals that have been dealt with. These status reports on appeals are also submitted to the MNBC on a quarterly basis, along with the quarterly program reports.
