RETC Application Review Process

RETC APPLICATION REVIEW PROCESS

If an application is being presented to the RETC for review and approval, the following process applies:

  • Requests presented to the RETC are referred to by file number to protect confidentiality and ensure impartiality, except in the case of Métis Local Employment Access Office and/or Targeted Wage Subsidy interventions, where the Local will be identified but not the client.
  • The MHRDA Program Coordinator prepares the applicant information for presentation to the RETC, where the requests are reviewed and assessed.
  • Each request or proposal is evaluated based on the eligibility criteria of the program in question, the Return to Work Action Plan, the client’s previous requests, if applicable, and connection of the request to the labour market and the Regional targets and funding priorities. If required or preferred by the RETC, a proposal assessment grid may be utilized.
  • If consensus is not reached, a vote is taken, based on simple majority.
  • The file number, decision, and rationale for the decision, is recorded in the minutes.
  • If decisions are needed between meetings, the MHRDA Program Coordinator will provide a summary of the request, using a file number for identification, for approval or decline. Communication methods as designated by the Region may include conference call with written backup, fax, email and/or mail.
  • The MHRDA Program Coordinator must inform the applicant of the decision in writing, within five (5) working days of the meeting/decision.
  • Acceptance of any funding request is subject to availability of financial resources.
